Recently, Toyota Priuses are the most common vehicle type reported stolen in the city, although several have been stolen from various other makes and models.<br /><br />Criminals target catalytic converters to strip them of metals for quick cash. The price of certain precious metals found in catalytic converters rose significantly, starting in 2019. This car part can take as little as one minute to remove and only require a wrench to complete the theft. <br /><br />To protect your self against this type of theft (which can cost upwards of $2,000-$3,000 to replace/repair), consider these tips:<br />• Park your cars in a garage.<br />• Park under lights in areas where passers-by will most easily see your vehicle.<br />• Calibrate your car's alarm to set off when it detects vibration<br />• If your catalytic converter is a "bolt-on" model, you can have the bolts welded shut and have extra metal welded to the exhaust system.<br />• Install a catalytic converter protection device that will clamp around the converter.<br />• Etch your converter with your vehicle's license plate number in several different locations. Parker is a 1 ½-year-old Labrador Retriever who has skills as a dual purpose police service dog. Parker works alongside his handler, Officer Brian George in our patrol division. The K9 duo of Parker and Officer George completed a 6-week law enforcement canine training together before deployed as a team out on the streets.<br /><br />K9 Officer George and his partner Parker spend most of their time assisting officers with drug investigations. What's special about Parker is in addition to being a great working dog certified in narcotics detection, he's also very social and comfortable connecting with people.<br /><br />Due to Parker's easy-going personality, Officer George and Parker can participate in community outreach efforts and help ease tensions when interacting with crime victims and children. A bonus for us all, Parker's sunny disposition brings smiles to staff members as he wanders our halls.<br /><br />K9 Parker is a welcomed addition to our K9 Program and Patrol Operations! On July 5, 2020, at about 6:24 pm, SCPD responded to an altercation between a black man attacked by a white suspect who drew a knife and started slashing at the victim on San Lorenzo Blvd and Broadway Street. The suspect, Ole Hougen 43 years old, screamed racial slurs at the victim during the incident. Fortunately, the victim was able to fend off the attacker until officers arrived.<br /><br />Mr. Hougen was arrested and charged for a hate crime, the criminal act committed against another person that is motivated by prejudice and assault with a deadly weapon.<br /><br />The suspect Ole Hougen, only wanted a "white person to help" take him into custody. Not an SCPD accommodation. Our staffing includes people of color. Mr. Hougen continued to make racial comments and slur towards SCPD officers and jail staff during the booking process. If several phone calls go unanswered, the Volunteer initiates a series of steps to ensure the participant's safety and well -being. <span style="font-family: Arial, Helvetica, sans-serif; font-size: large;">Following a state and public health order issued to help slow the spread of COVID-19 across California, Police Chief Andrew Mills outlines what it means for the City of Santa Cruz's residents and businesses.<br /><br />The Santa Cruz Police will seek out businesses that appear to violate this Public Health Order and individuals who are grouping. Generally, SCPD issues warnings. If compliance not achieved, a criminal citation will be issued. We do not take this enforcement stance lightly. The COVID-19 pandemic is a serious community health threat, and the Public Health Order is enforceable.<br /><br />The Santa Cruz Police Department's (SCPD) primary role in supporting the governor's stay at home order is to help educate the community about how to comply. Most residents are following the "Safer at Home" order, which allows essential businesses and critical public functions to remain open, but directs most other people to stay home and avoid gatherings.<br /><br />Non-essential businesses that remain open and individuals who gather in groups place the community-at-large at risk. "Ideally, we would prefer to gain the public's cooperation and avoid unnecessary enforcement," said Chief Mills. If we work together, we will accomplish the goal of keeping our community safe. "<br /><br />In response to mandates and to better protect closed local businesses, the Santa Cruz Police Department officers check on businesses to educate and ensure compliance. SCPD also deployed burglary suppression units to increase patrols, particularly during nighttime shifts.<br /><br />Chief Andy Mills - "Our command strategy is to implement 12-hour shifts to enhance officer availability. The added patrols increase the nighttime staffing numbers and will concentrate on retail and commercial areas of the City while responding to all calls for service.<br /><br />Chief Mills addresses those individuals who may be thinking and planning on taking advantage of our hardworking community members who had to close down their shops or suspend services. Within minutes, an officer located the suspect running in San Lorenzo Park. Two SCPD Rangers patrolling the park quickly and safely detained him. The driver, Christopher Dicochea, 23 years from Salinas, is wanted for robbery out of Salinas and has a DUI warrant from Morgan Hill. Mr. Dicochea, a convicted felon, also had a loaded and stolen 9MM handgun in his center console.<br />

During his career, Lieutenant Bush has worked in patrol, in investigations as a detective, and as a field training officer. As a Sergeant, he supervised patrol teams, served on the County Anti-Crime Team, managed the Downtown Unit and Neighborhood Policing Teams. He also served as the Hostage Negotiations Team Leader. Lieutenant Jon Bush is a Recipient of the Life Saving Award, Chief's Commendation, and Officer of the Year. He lives in Santa Cruz County with his wife and two daughters. </span><br />

He is a POST-certified Defensive Tactics instructor and co-creator of the SCPD Threat Assessment Team. Congratulations to Officer Juan Becerra, SCPD's November Employee of the Month. Officer Becerra made a sexual battery arrest and two burglary arrests this month in addition to his many other duties. More importantly, he followed up on the crimes obtaining confessions from the suspects.<br /><br />Juan exhibits a positive, calm demeanor were not much riles him. He is quick and proactive, as demonstrated in a recent arrest, where he obtained a photo from surveillance cameras on the way to the call, looked at the suspect, and spotted him away from the scene. After the arrest, Juan was able to return the victim's property the same day.<br /><br />A Neighborhood Policing Sergeant said it best, Juan is a "true beat cop, who knows his beat and works every day to better the quality of life in his area of service." <br /><br />Thank you for your dedication to duty, outstanding service, and sincere desire to improve the Santa Cruz Police Department.
