Santa Cruz Police Arrest Suspect In Child Annoyance Case

MEDIA RELEASE: On Thursday, October 4, 2018, an unidentified male adult suspect approached several high school-aged female victims on and around the campus of Santa Cruz High School and Downtown Santa Cruz. A total of 8 known victims, underage girls, as young as 14 years old have come forward describing similar child annoyance experience. The suspect would approach the girls unsolicited and then ask for their names, phone numbers and asked the girls out on dates.

Patrol Officers were able to positively identify the suspect as Kelsey Eisenman 23 years old from Santa Cruz. The teenage victims confirmed he was the man who followed and annoyed them. Detectives then obtained an arrest warrant for Kelsey Eisenman for eight counts of Child Annoying violation 647.6 of the Penal Code. The investigation also revealed that Mr. Eisenman has a prior arrest in 2016 for the same activity.

On Wednesday, October 10, 2018, Officer Mulvihill was conducting extra checks and recognized the suspect as he was walking in the downtown area. Officer Mulvihill contacted the suspect, who initially provided a false name. Officer Mulvihill confirmed Mr. Eisenman's true identity and arrested him on the warrant. While in custody, suspect Mr. Eisenman made spontaneously and incriminating statements regarding his conduct with the victims.

The Santa Cruz Police Department commends the Santa Cruz High School personnel for taking proactive steps and immediately notifying police of his presence and behavior on campus.

This case underscores the importance of the working relationship and full cooperation between Santa Cruz City Schools and the Police. The SCPD School Resource Officer is on duty to ensure the safety of students and staff in our city schools.

Child Annoying Suspect Arrested SANTA CRUZ POLICE Seeks Help Identifying Additional Victims Who Were Photographed

Santa Cruz Police is asking for the public’s help in identifying any additional victims of this annoying child suspect.
Christopher Swanson was seen near Santa Cruz High School campus several times by a female student who said Christopher Swanson had photographed her buttocks as well as other students’ buttocks. This quick thinking teen snapped a picture of the suspect and notified the Santa Cruz Police Department.

Detectives investigated the allegations and contacted Christopher Swanson, 29 years old from Santa Cruz. He was arrested on Thursday, October 4, 2018.
When interviewed by Detectives, Mr. Swanson admitted to secretly photographing and videoing females’ buttocks for the purpose of sexual gratification. Swanson admitted that he perceived some of these females to be as young as 16. Swanson also admitted to doing this at Santa Cruz High, the Santa Cruz Main Beach and, Downtown Santa Cruz.

A search of Swanson’s phone was conducted and there were numerous photos and videos recovered from the phone. Many of these images appeared to be secretly taken photos and videos of females’ buttocks. Many of the females appeared to be high school age.

Santa Cruz Police believe there may be more victims who were unknowingly photographed and videoed by Christopher Swanson in the City of Santa Cruz. If you had any contact with the suspect or observed his behavior, contact Detective Williams.

SCPD is asking for the public’s help to identify suspect wanted in connection to a Child Annoying case.

The Santa Cruz Police Department is asking for the public’s help to identify a suspect wanted in connection with a child annoying case. The suspect attempted to lure a 14-year-old girl into his car on the west side of Santa Cruz.
On Friday, August 31, 2018, in the intersection of Bay St and King St, in the City of Santa Cruz, an unknown suspect approached a 14-year-old female in his vehicle while the victim was walking home from school. The suspect told the victim to get inside his car and motioned to her to get in. The victim walked away from the suspect. The suspect circled the block and asked the victim to get inside his vehicle again. The suspect continued to follow the juvenile to the 100 block of Kenneth St.

The suspect is described as a Hispanic male, 18-25, average height, with a slightly thicker build wearing a white t-shirt. The suspect possibly had a tattoo on his lower left arm. The suspect spoke in clear, unaccented English.
An image of the suspect vehicle was captured from a nearby residence's security camera. The suspect vehicle appeared to be silver in the video image but was described by the victim as champagne colored. The suspect vehicle seems to be a four-door Nissan Altima.

Residents are urged to be on the lookout for this vehicle and to call 911 if they see any suspicious activity. SCPD encourages parents to caution their kids to be aware of their surroundings and to run if approached by a stranger.

Help Identify Suspect in Child Annoying Case

The Santa Cruz Police Department is asking for the public’s help to identify this suspect wanted in connection to a Child Annoying case.
The suspect is described as a white male about 5 feet 8” with medium build. He is in his late 60s with white hair. He was wearing a cowboy hat and sleeveless shirt at the time of the incident.

The incident occurred on Monday July 13, 2015 about 5:10pm. Witnesses reported that the suspect was taking pictures of a naked 7-year-old girl in a public shower near the Santa Cruz Municipal Wharf and Beach Street. The 7-year-old girl was rinsing off at a public shower after a day the beach. Seconds later, a restaurant employee alerted the parents of the suspect’s actions. The suspect fled avoiding contact with the parents. The suspect has not been identified or located.

Help Identify Suspect in Child Annoying & Indecent Exposure Case

The Santa Cruz Police Department is asking for the public’s help to identify this suspect wanted in connection to a Child Annoying and Indecent Exposure case.
The suspect is described as a white male in his late 20s to 30s. He was wearing a beanie hat over long dark hair with two piercings on his lower lip. The suspect was driving a white 4 door sedan similar to a Honda or Nissan Sentra model type.

The incident occurred on Wednesday June 3, 2015 about 3:30pm. Two girls ages 15 and 16 walking in the 200 block of Swift St when the suspect pulled over to the side of the road and asked the girls for directions to Sacramento Street. The girls approached the passenger side window. As the girls started to give directions, they saw that the suspect was wearing a white t-shirt and nothing else. The suspect was masturbating while talking to the girls. Both girls immediately turned and walked away. The suspect left driving southbound on Swift.

The suspect has not been located. This sketch was completed with the victim on 6/17/15. Santa Cruz Police Department is actively investigating this incident.

Child Annoying Suspect Wanted

The Santa Cruz Police Department is looking for this suspect. He is wanted for questioning in connection to a child annoying case.

On Thursday April 23, 2015 this suspect approached a 16 year old female in the 700 block of California St. The suspect drove up to the female and asked the her for directions. The suspect then asked her for her name and phone number. The suspect continued following the female. The suspect then tried to lure the female closer to his vehicle. The female did not engage with the suspect and safely walked away.

The suspect is described as an Asian or light-skinned African American. He is 23-25 years old, 130-135 pounds, approximately 5'5" tall, black medium length and shaggy hair, and no facial hair. He is described as wearing a gray sweatshirt and khaki pants.

The suspect vehicle is described as a black, newer model two-door vehicle, with tinted windows. The vehicle has silver lining around the edges of the windows.
